Ray
Bond
President
and Chief Executive Officer Ray
Bond is president and CEO of Balfour Beatty Infrastructure, Inc.,
Balfour Beatty Rail, Inc., and Fru-Con Construction, LLC,
industry-leading heavy civil and rail infrastructure contractors. Prior
to being named president and CEO in September 2010, Bond worked seven
years as chief financial officer for Balfour Beatty, LLC., the holding
company for the U.S. interests of Balfour Beatty. As CFO, Bond was
responsible for managing the financial and tax reporting for the
group’s six U.S. operating companies. He was also involved in
operational issues for Balfour Beatty Infrastructure and Balfour Beatty
Rail, and played a key role in numerous U.S. acquisitions for the
group. Bond joined Balfour Beatty in 1996 in the U.K. as finance
director for the group’s new rail division in London. Two years later
he was promoted to operations director of the division’s largest
subsidiary, the £220 million Balfour Beatty Rail Maintenance Ltd. In
2000 Bond was asked to take on a general manager role and assist with
the turnaround of Balfour Beatty Rail Maintenance’s Wessex Region,
responsible for 1300 track miles in southwest England. Originally from
Clapham, London, he received a Bachelor’s in Accountancy and Finance
from Heriot-Watt University in 1983 and became a member of the
Chartered Institute of Management Accountants in 1987. |

Joe Reed
Vice President, Transit
Joe Reed has been in the transit electrification business for more than
26
years. Before joining Balfour Beatty, he spent 13 years as president
and general manager of IMPulse NC, the leading provider of transit
electrification equipment in North America. He was also managing
director of EMC Traction S.r.l., a leading supplier of DC traction
equipment in Europe. During his career he has been heavily involved in
the growth and evolution of the North American traction electrification
business. After a short retirement, Reed joined Balfour Beatty to lead
our entrance into the North American electrification market. He
attended West Virginia Tech. |

Mark Snailham
Vice
President, Rail Services
Mark
Snailham relocated to the United States from England in 2001 to assist
Balfour Beatty Rail with the contract management of two new
acquisitions. Since joining the company, he has held positions of
increasing responsibility, including project engineer, QA/QC manager,
project manager and mid-Atlantic regional manager. With more than 27
years of experience in the rail industry, Snailham now serves as
director of operations for the industrial services business. Snailham
is an active member of the American Railway
Engineering and Maintenance of Way Association, and the National
Railroad Construction and Maintenance Association. He is a graduate
member of the Institution of Civil Engineers in London. Snailham holds
a master of science degree in engineering from the University of
Sheffield in England. |

Colin Kendrick
Director
of Contract Management
Colin
Kendrick began his career working with Balfour Beatty on rail projects
both
in the U.K. and Hong Kong before moving on in 1999 to set up his own
consultancy business. Kendrick spent the next few years in senior
commercial and procurement management positions in the
telecommunications and railway industries. After working in Belgium,
Sweden, Denmark and the U.K., he returned to Balfour Beatty in 2006 to
take up the commercial director position. Kendrick
holds a bachelor of science degree in civil engineering commercial
management. He is an associate member of the Institution of Civil
Engineering Surveyors, an associate member of the Chartered Institute
of Purchasing & Supply, and a member of the Permanent Way
Institute. |

Mark
Birch
Chief
Financial Officer Mark
Birch began his career in the U.K. with Ford Motor Co. and moved to
other manufacturing organizations before joining Balfour Beatty Rail,
Ltd in 1997. After assuming positions of increasing responsibility,
Birch transferred to Balfour Beatty’s U.S. operations in 2004. He was
appointed chief financial officer of Balfour Beatty Infrastructure,
Inc. in April 2006 and Balfour Beatty Rail, Inc. in January 2008. Birch
earned an honors degree (BA) from the University of Birmingham, UK.;
and an MBA from Henley Management College, U.K.; He is a member
of the Chartered Institute of Management Accountants. |

David
Confer
Vice
President of Human Resources
David Confer joined Balfour Beatty in early 2005 as vice president of
human resources. His many years of diverse HR experience give him a
broad background in the international, manufacturing and service
industries. Before joining Balfour Beatty, he served as the global HR
executive for the production optimization of energy services at
Halliburton. With more than 20 years at Halliburton, Confer developed
an expertise that will assist Balfour Beatty in its strategic growth
plans. He holds a degree from the University of Pittsburgh in human
relations. |

Christine
McAnney
Vice
President and General Counsel
Christine McAnney brings extensive experience in construction law,
including the negotiation, mediation and arbitration of large and
complex construction-related legal matters. Before joining Balfour
Beatty, she was the head of Venable's Construction Law Group, based out
of Venable's Northern Virginia office. McAnney obtained her bachelor of
science degree from the University of Central Florida, and is a
graduate of the George Mason University School of Law. She holds
multiple bar admissions and is a panel member of the American
Arbitration Association. |

Todd
Folk
Vice
President of Risk Management and Safety Todd
Folk brings more than 30 years of risk management experience working
for insurance and construction companies. With 15 years at Balfour
Beatty, he has a proven track record of success in managing the risk
management function. Before joining Balfour Beatty, Folk was employed
at Sequoia Insurance Co. in Pleasanton, Calif., where he was Vice
President and senior claim officer. He received his bachelor of science
degree in business administration from the Babson College in Wellesley,
Mass., and has earned his Charter Property and Casualty Underwriter and
Casualty Claim Law Associate designations. Folk is a member of the
Associated General Contractors where he is involved on committees for
risk management and surety. |
 | Darren Utecht
Senior Director – Environmental, Health and Safety Darren
Utecht joined Balfour Beatty Rail and Balfour Beatty Infrastructure
from sister company Heery International, where he held a similar role
as vice president of EH&S. Before his 10 years at Heery, Utecht
served 20 years with the U.S. Air Force, where he worked in special
operations and later held a safety and health manager role. He has a
bachelor of science degree in workforce education and development from
Southern Illinois University as well as an associate of applied science
in Safety and Aircraft System Maintenance Technology from Community
College of the Air Force. Utecht is a member of the National
Safety Council and the American Society of Safety Engineers. |
